Nevada may just be too bleak for most people.
Indeed, Nevada keeps people out or encourages their departure in the same way Wyoming does, with harsh weather. It's just the polar opposite.

While you're in Wyoming enjoying hip high snow to a tall Indian, we here in Nevada have the surface of Mercury. Last July and August it regularly went up to 108 here in the desert where I live. Cities (i.e. places where I wouldn't be caught dead living in) like Las Vegas soared to 114.
And my attitude is the same as that of some of my Wyoming friends. If it keeps the "we have to do something"s out, that's just fine with me.
